What is bulk earthworks and when is it needed?

Bulk earthworks is the large-scale movement and reshaping of soil or other ground material to establish the levels needed for a civil or development project. It often happens early in the programme, before drainage, pavements, structures or other follow-on works are installed. The aim is to create workable levels while managing how material is excavated, reused, stockpiled or removed.
